Can you see the Roman Forum without paying?
Yes, from outside. The best free views are from the terraces behind the Capitoline (the end of Via del Campidoglio and Via di San Pietro in Carcere), which look straight down the Forum to the Colosseum. You also get partial views from Via dei Fori Imperiali. To walk among the ruins you need a ticket, except on free-entry days.

When is entry to the Roman Forum free?
The park has taken part in Italy’s free first-Sunday-of-the-month scheme (Domenica al museo), usually with limited places that must be reserved or collected on site. Under-18s enter free year-round with reservation, and other concessions exist. Rules and booking methods change, so check the official ticket page before planning around a free day.

Which free viewpoint is best?
The Capitoline terraces win for the full panorama, especially at sunset. Via dei Fori Imperiali is better for the Imperial Fora than for the Roman Forum. From Via di San Gregorio you see only walls of the Palatine.
When is a ticket worth it?
Pay if you want to walk the Via Sacra, see the Curia and Vestals close-up or climb the Palatine. Prices, ticket names and time slots are set by the Parco archeologico del Colosseo and change; check the official ticket page before buying.
